Here in Milwaukee, I have seen small (4ft) potted wisterias blooming in the
nursery.  That would certainly be one way to go.  Some nurseries offer
plants grown from cuttings of "known bloomers".  I'm a bit leary of this
since I purchased one from Wayside Gardens and after 6 years, I'm still
waiting.

If you like the wisteria look, but would put up with a tree, I might
suggest Robinia pseudoacacia 'Purple Robe"  Each is spring it is loaded
with 4-5 inch pink wisteria-like racemes of flower - fragarant too.
