Val, The Sunset Western Garden Book lists Echium fastuosum ("Pride of
Madeira") as a 3-6ft. shrubby perennial with many coarse, heavy branches 3-6
ft. high. Hairy gray-green leaves with great spike-like clusters of
bluish-purple flowers that stand out dramatically above the foliage in
May-June. All do well in dry poor soil but need good drainage. Weekly
summer water needed inland. I couldn't find a local or mailorder source for
it. Since it is a mediterranean type plant, I'll bet someone in California
grows it, maybe you could get a cutting?
