seed starting tables

I really really want to get a seed starting table -- the kind with two or
three levels, each with its own gro-light.  Have any of you used this?
Where can I buy a good but not overly expensive one?   Is this the best way
to carry seedlings through the winter?  If not, what do you recommend
instead?  And do you mist your seedlings?  If so, how?

Needless to say, I don't have a greenhouse.  This will probably go in my
dark basement, because anywhere else my children are likely to poke holes in
the dirt, just because it feels good and is fun to see the nice impression
the finger leaves.  Plus the seedlings make good jewelry.  And it makes
mommy mad, which is always fun.  But I digress.
