RE: phlox paniculata

Since we're on the subject...

I have grown blue, white and purple phlox paniculata in several areas of my
garden and they have done well to okay.

I had one plant of a pink phlox which grew and spread the last three years,
but NEVER flowered. I finally gave up this year and gave it to my mom. The
bed it was in is a south/west facing bed, at the top of a 3' sloped bed.
There are soaker hoses running through the bed. Does this phlox need more
moisture/cooler soil than this or did I just get a dud? I am able to grow
roses in these beds that excel, so the bed can't be too dry. Can anyone
venture a guess?
