My rule of thumb here in suburban Toronto (zone 5) is to place a chopped-up
layer of leaves about 2-3 inches thick on all my perennial beds and then
cover the leaves with burlap so the leaves do not end up blowing away. I
usually apply the mulch the last week of November (my routine is do it on
the morning of American thanksgiving and then watch the games in the
afternoon). Usually by that time of year the ground is pretty cold,
although not frozen. December can be tricky around here, as the temperature
fluctuations can be dramatic depending on where the jet stream is ... we
could have days of very cold weather followed by days of very warm
weather... I guess I am also cooling the soil more gradually (whether that
makes a difference in plant survivability I couldn't say).
