Irradiation of the mail


The fear of anthrax has people talking about the possibility of 
irradiation (X rays and/or microwaves) of the mail.

Has anyone considered what this would do to those of us who 
send/receive seeds/plants through the mail?  Will seed businesses be 
given some type of exemption?

One news report that I read said that this might only be done as an 
extra paid "feature".  Oh sure, like some terrorist is going to pay 
extra to have his mail microwaved.  Maybe they meant the recipient 
would pay the fee?
