I am quoting from Cheryl here having the missed the beginning of this thread. 
 Could this be town laws against chain link fencing around a swimming pool.

I cannot imagine such idiocy so maybe I have this wrong.  There are tall 
hedges that grow quite narrow and are neat.  The patented 'Tallhedge' , a 
buckthorn is one, there are fastigiate fruit trees now in the reasonably 
priced area, also junipers.  All take some time to become large enough but 
none, not even bamboo is a safety fence.  

Mentioned somewhere was masonry or stucco.  Expensive and not a good choice 
where there is over one foot of frost in the ground.  This is a curious 
discussion.  Should you be compelled to construct a masonry wall rather than 
the many other choices, I would look to the zoning variance - cause being 
hardship.  Safety first comes with the pool and that would mean a rigid fence 
with a locked gate.

I should have read the beginning of  this thread but bamboo is not a favorite 
of mine.  There are unwanted groves of it along the seacoast here.  The hardy 
types, even those sworn to clump and not run are quite expensive and one 
never knows.  The idea of being confined by mower is the best though it can 
send runners over forty feet if a vigorous sort.  Maybe it would be OK if one 
likes bamboo.  I am puzzled by the fencing discussion.  Any pool is a threat 
to small children and animals so safety is paramount.  Chain link is one of 
the best safety fences because you can see through it and know what is 
happening.  One incident is all you need to convince you.
