Don't really think so.  The most difficult part would be to get it level.   Perhaps I can have the landscaper put in wooden posts and I can just attach the trellis to that.    The existing wrought iron fence is directly on the property line so our side of that fence is our property and shouldn't be cause for a neighborly debate.   Only problem I can forsee is if the neighbor complains, (don't really think they will they have wax myrtles planted on their side) I suppose the POA might construe the trellis as an illegal fence.   I think it is worth a try to see.
