Yes, I also cut back my Rose of Sharon after the leaves fall off which will be
late October early November. Because they can get out of hand, I prune it
back quite a bit. As an example, I pruned it last year really hard-it is
about eight feet tall now (again). It has stopped flowering and I would like
to lop it's head off now. Because I know those seed heads will dry and drop
and I will be pulling out volunteers next year.
Our Rose of Sharon is located near the house so it gets some protection.
