Many of the perennial geraniums change colour (G. sangineum comes to mind in
particular) and the Bergenia I was mentioning turns a very brilliant red.
Peonies do change colour but the amount of change seems to be variable from
cultivar to cultivar, based on my limited experience. Some look red and some
just look dead.
Evening primrose turns a dark red as well.  Also, it is possible to get
dwarf burning bushes that will stay small-mine after three years is only 2
ft tall.
Both the Geranium sanguineum and the Bergenia cordifolia are good for the
front of the border if not exactly as edgers..
