Bluebeard question

Hi All!

I am a new member of the list!

I have recently moved to a wonderful home with well established
perennial, annual, herb and vegetable gardens.  I have gardend for
awhile, but lots of new plants to learn about - 

My first one is bluebeard.  I have a section of it that is approx. 12
feet long and 2 feet wide.  How far back should I cut it?  The stems
extend approx 4 ft out at the present time.  I believe it needs some
mulching to protect it.  

I am in southeastern Pennsylvania Zone 6
