Bulbs and Critters

I just joined the list a few weeks ago and have really been enjoying it!

When we bought our house (seven years ago), I planted two hundred tulip bulbs along a rock wall. Spring came and the tulips looked great. However, some critter dug up and ate almost all of the bulbs. It was depressing so I didn't start seriously working on my garden again until last year. So, how do you avoid this problem?

Also, I bought an evolvulus this year. (The garden center erroneously told me that it was a perennial.) It was absolutely gorgeous. Is there any way to successfully winter this plant? Thanks!
