Richter's does sell plug trays of 120 plants.  You have to buy two trays at
a time because of the way that they pack them.  The plants are VERY young.
I bought a tray of wooly thyme and a tray of sweet woodruff last year -
they plant the seeds when you place your order and send them out after they
germinate a few weeks later.  I'm not sure how many actually made it, but I
am happy with the result.  120 of a ground cover is not very many when they
are very small.
