I just wanted to add a few suggestions to Marge's excellent list.
The Aster 'omega skyrocket' has stunning winter form. Here in
Zone 7, the rosettes are evergreen and the outstanding 3' to 4' seed
pods remain upright until being cut in Spring.
Penstemon 'husker's red' - rosettes stay burgundy/green all
winter and seed pod stalks (2') remain upright.
I second Marge's suggestion that the Arum 'italicum' is a winter star.
Rhodeas - wonderful evergreen.
Heathers/Heaths - blooms and spectacular foliage color. The MANY
different cultivars, with proper planning can provide year round color.
Heuchera - has brought pizzaz to some previously bland spots all winter.
Tiarella - evergreen ground cover for shade. My personal fave is
'rambling tapestry' for it's pretty green/black leaves and lovely white
Spring flowers.
Dianthus - Ever"blue" ground hugging. Favorite is 'itsaul white' for
it's extremely fragrant white Spring flowers.
Sedum - several cultivars that I can't spell are evergreen here
Rubus calycinoides (also can't spell I'm sure) - burgundy
winter coloring, attractive crinkly leaf, undemanding ground cover.
Nandina - Several dwarf forms that are wonderful in all seasons.
It's worthy of mention even though it REALLY stretches "Perennial"
category. :)
As Marge mentioned, there's many more that just aren't pulling
up in brain right now.
