fall cleanup for perennials


Most of my perennilas give me a clue as to when to cut down the season's
foliage so that I can "neaten up" the garden to get it ready for the winter
here in Western Massachusetts.  This is the first year that I have grown
asters, and although the bloom are just about gone now, the foliage is
still green (although looking pretty ratty).  Should I cut them down, and
if so, how far -- down to the ground?  I noticed that although the top 3/4
of the plants are still green, the foliage on the bottom quarter is just
about gone.  Most of my spring and summer perennials give me a clue that
they are ready to be trimmed of excess foliage.  Advice appreciated for
aster after-bloom care.
