pine needles in cutting garden



Howdy from sunny lovely blustery Oregon!  I have a 2 year old cutting
bed with about 20 various roses in it, canna bulbs, iris tubers and a
variety of cutting flowers. 
There is a stand of Ponderosa pine trees that divides my property from
the neighbors and the wind we have had lately has blown a lot of pine
needles into this garden (which I just cleaned)
Will these pine needles change the ph enough to matter to the roses and
other plants? 
Can I leave it as a mulch or should I rake it out?  Would it make a good
mulch for the canna for winter as I think in this zone I can leave them
in the ground to over winter.
