juniper problem?

my front perennial/shrub bed is a disaster -- flowers are struggling to survive. I am sure the drought and super hot days has contributed greatly to my problems. I have increasing shade there -- so I also planted a lot of impatiens for color and these have not done well at all. But someone told me because I had juniper shrubs (since gone) planted there for years -- that they have depleted the soil.
Would this be my problem.............and how do i correct it? Do not want to dig up the bed -- added a thin layer of compost this last spring to it. Carol
