Re: question re dahlias

my question is:  will the dahlias that didn't get to bloom this year be
worth keeping over the winter?  or will their failure to bloom one
season affect them permanently?

As long as the tubers have developed sufficiently large to prevent drying over the winter, you shouldn't have a problem.
