The lilies and the Clematis should be all right and the Weigela are touch
plants that you can maybe dig up next spring and replant. The other bush
should be lifted too in the spring, all that soil over the stems will ether
induce them to root or rote,
Plants that over winter under ground can take some burying and in many cases
a lot-the plants that cannot take burying are those that over winter above
ground.
I have seen the old fashioned bleeding heart covered with 3 feet of rock and
mulch come up through it and flower real nice for years, I have a small
collection of crocus that were covered with 21 inches of dirt that still come
up and bloom every year.
18 inches is a deep but the clematis will root up along the semi woody stems
they have, and the lilies will still come up and flower-maybe not as well or
as tall, but they should begin to adjust them selves over the next few years
as new bulbs form along the buried stems.
