I think in Michigan (MI), the best time to move a shrub would be
spring--after giving it good winter protection to get it through the
winter.
As for black spot, the scourge of roses, you have to start a regular
fungicide spray or dusting program in the spring and keep it up all
season (like every 7-10 days and after it rains!). There are plenty of
different brands of rose fungicides at the nurseries--just read the
labels for directions. Now, the best you can do is to clean up all the
fallen leaves as they are a source for re-infection. (But fungus spores
are all over the place and in the air anyway).
I have just about given up on hybrid teas and am leaning toward hardier
and less persnickety types. And perennials, of course!
