I was thinking about this particular subject as I was working in the yard and
pulling my crabgrass (I know that's an annual).  We are not allowed to send
grass clippings, etc., to the dump.  At an additional cost, we can have them
picked up separately (as long as they are in a special bag).  The city then
composts everything and as a resident, I can take my containers and pick up
compost for free.  I very seriously doubt they separate the  weeds with seeds
and those without.  Just another weird thought that went through my mind.
