There is no "official definition", but when I set this list up I was
thinking along the lines of herbaceous plants (those that do not 
contain lignified (woody) plant parts) and come back from year to 
year.  Of course, discussions about woody plants or annuals are
welcome as long as they are grounded within the realm of perennials
(i.e. pleasing combinations).

Nobody's going to be taken to the public square and flogged for
discussing non-perennial plants, but I may have Jeanne send one of
her infamous Shasta Daisy curses in that individual's general
direction.  :)
