I have thistle growing too (several kinds) and I save the seeds to grow more.
I do understand... besides it is the Scots flower... pretty purple, tough and
prickly! We mow only once in late Fall (if at all) so that the seeds can drop
and sprout in spring. We have an amazing collection of wild flowers and add
more as often as I can get seeds of native stuff.
