Mystery of the August flowering pink and lavender shrubs in Wisconsin
solved -- I asked the owner of some and they ARE Hibiscus syriacus,
Rose-of-Sharon. My old Taylor's Encyclopedia of Gardening says it is
sometimes listed as Althea.  And apparently hardy here....well, at least
last winter which was milder than normal.
