Yep, powdery mildew....mine had it bigtime this year with the drought. 
Posted this earlier this month under a subject heading having nothing to do
with it...so here it is again with a correct subject heading.  Used it on
my Phlox and it worked a treat.

(Baking soda recipe snagged off of one of the mailing lists - thanks to
whoever posted it originally)

Add  to 1 gallon of water:
3 tablespoons of baking soda
1 teaspoon of horticultural oil 
1 teaspoon of dishsoap (like Joy - not dishwashing detergent for a
machine).
  
Apply every week to 10 days by spraying ... remove infected leaves.
