mulch/compost question

Greetings:

On the side of the road near a town highway facility there are several piles
of wood shavings.  I've been seeing them for months, and getting ideas, but
today it was chilly when I drove past, and there was a stream of smoke
arising from one;

so it's turning to compost and wouldn't it be great to see if it's available
to residents;

but should I worry about additives or infestation? I'm not sure if anyone in
town government can or will tell me whether it's been treated.
