If you're willing to seek it out, Vitex agnus-castus f. latifolia is
supposed to be slightly more cold hardy than the straight species.  It
will still get killed back to the ground in zone 5a winters, but 
grows rapidly to about 5' by the end of the summer.  Kind of like
a Buddleia, I guess.

Another possibility is Vitex negundo var. heterophylla, which is
supposed to be the hardiest of all Vitex.  The Morton Arboretum
has many that come back year after year with little dieback.
