Saw dust might work-but when it dries out it is hard to rewet and any seeds on top of it might die. Sawdust or wood chips are not low in nitrogen per say but when they are being broken down by bacteria and fungi -- nitrogen is tied up and unavailable to plants (this nitrogen is draw for the surrounding soil) .
Peat or perlite I would still believe would be the best other wise -- dry well sifted humus rich dirt.
