I'm no expert on the matter, but I was just reading a chapter in The 
Tallgrass Restoration Handbook by Packard & Mutel (who are experts) and 
they suggest that old sawdust is fine, but fresh sawdust is not.  I'm 
guessing that when wood is treated the same chemicals that prevent the 
wood from rotting also prevent seeds from germinating, or perhaps kills 
the fungus associate that help the seedlings grow up strong.
