Kentucky blue or fescue

To Any With Experience:

I am involved in a tallgrass prairie restoration in an urban setting where
the west and north roads bordering the unit are to be graded for a future
4-lane road.  My questions to the listserv members is this, would Kentucky
blue grass (KBG) or fescue be better for the mowing lane situated between the
road curb and the prairie?  KBG is already in the prairie but is controlled
by fire.  How does fescue compare to KGB in terms of invasiveness and
controllability?  What strain of fescue or KBG would work the best?
