I would venture the guess of either raccoons or skunks, while it is
possible that voles could dig them up, I have had experience that would
point to raccoons. I have had raccoons get into potted plants on my porch
(I saw them) and the plants in my yard were dug up by something much bigger
than voles, from the amount of earth moved, the size of the clumps of earth
moved, and the location in the open where voles would not want to spend so
much time. Some of the plants dug up at my place could also be done by
skunks, I have quite a few of them, and they do a lot of foraging around
the yard, freshly planted plants might have an interesting smell, and are
probably easy to dig around compared to the rest of the undisturbed area.
Either animal might have enough curiosity to check out fresh digging, and
the power to move the plant and earth together. Voles might be suspect if
something was merely nibbled on, but they don't spend a lot of time in the
open, if the vegetation was mashed down around the transplant, and the
transplant was nibbled on, I would guess rabbits, they are more mobile, and
will spend time in more open areas.
