Really sounds like a vole problem. Rabbits and raccoons genereally do not dig
up plants. Rabbits eat them and raccoons steal the fruit. Prairie dogs
harvest plants but take them along or eat the whole plant. Voles on the other
hand are notorious for digging up transplants and new seedlings, leaving
strewn all over the area. Look for their small, slightly vertical holes in
the area. They usually leave mounds of fresh dirt from their digging
adventures.
