Rabbits are the least likely to actually dig up plants of all the
critters mentioned so far. Rabbits and deer usually top rather than
dig up plants, though deer can yank new transplants out. They are
curious and often inspect changes in their environment.
All the other critters mentioned by earlier correspondents are good
prospects. Opossums, foxes and coyotes are some not yet mentioned
that will dig up recently excavated soil hoping to make a meal of the
small animals that (presumably) caused it. All these curious
predators can be kept out with small upright chicken wire fences.
Chicken wire pinned down flat and close around your recent
transplants will also help, and may even be effective against voles.
My experience with commercially availble animal repellents has not
been very encouraging. However, "tootsie-rolls" scooped out of the
cat-box and placed near the base of the plants have kept deer from
nibbling my shooting stars quite reliably over the last two years
