Small or large all controlled burns can present problems.  A suggestion is to
look for a copy of

Guide to Prescribed Fire in the Southern Forests 

It's available from the National Interagency Fire Center

While it is written for underburning in southern costal pine and it's
prescriptions are not appropriate for prairie it does give a good overview of
how to conduct a burn.

On not burning you neighbor;s house down....

Get some training and experience - I reccomend working with other volunteers
on burns before you light your own,,,,,  A good basic course is the S-130/190
Firefighter Training / Introduction to Fire Behavior course. This course is
the basic course required for any wildland fire control crew member.

The concept for controlled burn crews is "you should know who to put it out
before you light one on purpose." In one sense you are lighting a small
wildfire...

If you were in the NE Illinois area I woudl suggest giving us a call. As a
specialty sub-contractor we do joint burns with landowners, teach S-130/190
course and other workshops for persons such as yourself.

Do a search on keyword Prescribed Fire for web pages. You'll be amazed at
what's available.

Sorry but driving to TN would probably cost too much for you...
