I am not sure that this is true, fires occur whenever the ground and
vegetation is dry.
Spring is ideal for fires and here in Minnesota we have many fires in grass
lands due a number of different factors including lightning strikes.
Drought is another condition that produces conditions that promote fires and
they can occur any time of the year including spring, mid summer and late
summer -- fall.
One problem with late season fires is the burning of seeds that have not yet
dehisced yet from the seed capsules.
