I would wait to remow when the resprouts are high enough to really damage.
The idea of the double mowing is that the first mowing gets rid of the top
growth of the plant so that if the plant wants to continue to live it has to
use its energey that it has stored in its roots to regenerate its top
growth. By the time the plant has regenerated its top growth a second
mowing removes it again. This time because some of the root reserves have
been used up, it is harder for the plant to resprout, and yet they will.
Hopefully if every thing is timed right by the time the plant regenerates
its top growth again you will have a killing frost that kills off the top
growth for the winter. And because the plants have used up a lot of root
reserves during the time that they are regenerating the top growth, they may
not have enough to over-winter produce new buds in the spring.
The more often you mow, the more likely you are to not allow the plant to
replenish its root reserves. So, if you can afford to mow more than twice,
I would say mowing them now would be beneficial to your management
technique.

We have trouble with dogwood, sumac and buckbrush invading in native Loess
Hills prairie. We mowed these thickets in June and were planning to remow
now, however, the resprouts are fairly short yet and we may not cut much off
with the mower. Should we wait a little longer for regrowth or go ahead and
mow now, OR should we skip mowing altogether?
