Manure Amounts

I grow my plants in 5' x 10' x 2' raised beds. The soil
I use is a mixture of compost and manure without any natural soil. My
question is, how much composted manure can I use without going to far.
Unless I hear otherwise I plan on tilling in 4" of manure over the top of each
of my three beds. Since I plan on tilling only the top 12 inches or so of
each bed, that will give me a mixture of one third manure to two thirds compost
in the top 12" of soil. Is this too much? The manure is well
composted steer manure from Home Depot.
