   I agree with you on a site having a certain territorial sovereignty. Some 
people think Topsfield serves a gigantic area because it covers the 6 New 
England States. Areawise you could almost fit all of New England into the 
state of Iowa......4 or 5 New Englands in the state of Texas. If 5 GPC sites 
were proposed in Texas, local promoters would go Bonkers. I would have to 
look at a new site moving into our area  on a case by case basis . If a new 
site wanted to form in Boston(30 miles from Topsfield) I would give it the 
thumbs down. Some guys in Northern Maine have to travel 6 hours to get to 
Topsfield......If they wanted to start a GPC site, I may not have a problem 
with that. 
   Now I'm not an official of the GPC so here is an unofficial opinion of how 
I believe things work in the GPC. The GPC has 23 sites, each with a site 
coordinator to run things on a local level. I believe there are now 5 
steering committee members that make up the ruling body of the GPC. The 
steering committee is mostly made up of site coordinators from different 
regions of the us and canada. Hugh Wiberg is the spokesman for the GPC and a 
steering committee member. He is not the boss, only the spokesman and has one 
vote just like the others. If a new site applies for admission into the GPC, 
Hugh would gather info on the new site to determine if they are legit and 
have a good competition set up. He would also contact existing sites near the 
proposed new site to see if there are any problems or objections to adding a 
new site. After gathering info, Hugh would notify the steering committee when 
they have their meetings. If a site had a problem with  the addition of a new 
site, they could write a letter to the steering committee in care of Hugh 
Wiberg. I'm sure the letter would be read at their meeting and then the 
steering committee would all vote on the matter. I do not agree with 
everything or every rule that the GPC has and have voiced my disapproval on 
occasion. Like any big organization, you can't keep 100% of the people happy 
100% of the time. You just do your best and keep truckin. The Iowa thing is 
probably just in the exploratory stages at this point . I don't think the GPC 
would arbitrarily add a new site without hashing it out first.
