In our climate, both ways work very good. I prefer starting them inside to insure optimal conditions for the same reason Beth quoted. ( It's becoming
more difficult to acquire proven seed ).  Also, due to my narrow growing area, when I move them outside, I have a better chance of pointing them in
the direction I want them to go. As Barb mentioned, In our climate, we don't have to harden them off. Once they break ground, they can go right
outside into the planting area with a little protection and warm water.
