To be sure of sprouting I just put the seeds in a folded wet paper towel with most
of the water squeezed out and then place in a plastic bag so it won't dry out.
Then you just open the paper towel to check on the seeds when you feel like it. Once a root sprout appears then plant as usual. Then you know for sure what's going on.

So far of my last year's seeds only one out of four sprouted from two attempts. I have two plants in pots now nice and green and strarting to take off.
I put them outside today since there was no frost this morning.
I planted the sprouted seeds in Miracle Grow potting soil with a plastic grocery bag
inside as a liner. That way I can just grab the handles of the bag and lift it out
in one piece when it's time to transplant to minimize transplant shock.
I plan to use the pot to shape the hole for transplanting and then just cut the bag
off with scissors and slide it out with minimal disturbance to the baby plant.
