I just bought a second-hand blower mister and don't have any idea what it
has been used for. Does anyone know how to neutralise any residual herbacide
 that may have been used?

Stew,
Normally, a triple rinse of water in the tank is all you need. Fill up the
tank and start the blower and shoot out the whole tank three times. This will
insure that the lines are flushed too. One time I had been spraying Roundup
(herbicide) in my hand backpack sprayer and forgot to rinse it. I sprayed a
load of insecticide next. The Roundup was so diluted that it didn't hurt
anything. So if you triple rinse you will be O.K.
