Dan,

I haven't been following all the replies on the list about this subject
but I  would highly recommend planting well before July 1st.  I live in
the warm Sacramento Valley with temps into the 110's and I plant  the
last couple of weeks in May.  Once I planted in late June and had
pumpkins putting on several inches a day when I picked them in early
October.  lf you are looking for pumpkins to be viable in late October
then possibly wait until the first of June but not much later than that. 
Just my opinion and everybody has their own way of doing things.
