I am going to try using a waterbed heater for starting my seeds
this year.  I am building a box out of styrofoam insulation,
laying the heater in the bottom, and covering it with a sheet of
plastic.  Then I am putting in about 4 inches of sand in to help
maintain a constant temperature.  I will set my peat pots about
2 inches into the sand. 
 
So far I have been able to maintain a temperature between
86 and 92 degrees. The temperature seems to fluctuate this
much about every hour, but stays within this range all the time. 
 
I am going to start germinating on Friday, April 30th, so if you
start before I do and use the waterbed heater, please let me 
know how it works.
