When do you start the backups?

Hello:
I was wondering when should I plant a few backup plants? Couple weeks after
I started
the others or wait to see if the 16 plants start? Another question that I
haven't read yet in the books. How many starts to a hill? I started 16 seeds
so I would have 2 plantsper hill. So then I would have 8 plants all
together? Or would you recommend one plant to a hill?
