In addition to what you already have done, you might try some shade cloth over
it. Full sun may not be a good idea at this time .
I use four wood stakes around the stump and staple the shade cloth to it so the
stump gets some sun but not full sun.
I believe last year I read that someone with the same situation scraped the mush
off before dusting with fungicide and had good results.
