The local water department WONT tell you what is in the water....

Well, (a deep subject, especially when water is the topic) it may really depend on
how hard you want to push. These things are SO regulated now (depending on
your state), that it's really unbelieveable the hoops that water districts have to
go through and the precautions that they need to take. Legally, you're gonna
get that information if you want it! I mean if you want to get legally tough with
them, no court in the land is going to say that you can't have information on the
water you drink. Not in this "day and age".

I live in a community outside of town. As a group of homeowners we manage
our own water system. The water must be tested monthly for all sorts of
stuff. It comes from two wells and is filtered and chlorine is added. The pH is
well over 8, perhaps 9. (I'd have to ask the water operator, he is my neighbor.)
The water operators, by the way, aren't just the guy with the key to the pump
house. They have to go to training in Boise (state capitol) annually, several days
at their own expense. There they learn that the water we drank a few years
ago is all bad, and that all sorts of stuff needs to be added to it or else... "BOIL
ORDER". (By law, you have to announce it to all...) All of this is strictly enforced
by law.

But for my yard, I don't worry about that stuff because we have surface water
for irrigation. It comes down the Snake River, through a series of canals, and
eventually to our irrigation pump. It's also high in pH, but we live in a desert and
this is our only option.
