accurate OTT measuring

I was wondering the best method for measuring OTT?  My pumpkin has a bulge near 
the ground below the stem.  I have been measuring above the stem but at times 
the tape isn't exactly parallel to the ground.  I also have two different people 
helping me measure.  As the pumpkin grows, does the location of the tape 
change?  Is there any way to mark where the tape should be for consistency?
