No, that is landscape cloth not floating row cover. That will not be
suitable to use over plants as it shuts out nearly all light. floating
row covers are white, very light weight, and come in wide widths(30
feet??) for protecting strawberry and other crops from frost and
insects. These row covers tear very easily and did not work for
protecting blackberries from Japanese beetles due to tearing (University
of Kentucky tests). They are probably the only way to protect squash
from vine borer. They are also used to protect cucumber from cucumber
beetle early in season.  
  I watched a test at a strawberry farm and they sold berries a week
earlier due to the extra warmth under the fabric. I have forgotten the
exact days. The berries sold for the same price and did not pay for the
cost of the fabric. On strawberries I do not recall any tearing of the
fabric. It was in place for a few weeks, but had to be reomoved so bees
could pollinate the blossoms.
