You could start by spraying the entire patch with Round-up herbicide.  This
should kill everything.  Then coat the area with a thick solid layer of manure.
This will choke out anything that would have been growing underneath.  Then take
soil tests and spread fertilizer, and any organic materials that are available as
soon as you have an idea what you need to put out.  This is the general process I
use when preparing a new site.
