wild fescue.............

I'm trying to establish a new patch with a friend at his house-an old farm
turned into a modern housing developement.The area is overrun with what has
been identified by the local ag.supply store as "wild fescue".I'm told it has
extensive root systems and is drought tolerant and difficult to get rid of.I
have about 125 days to clear,till,amend,test and adjust this area
....................any suggestions as to how to kill this stuff?-Glenn
